A woman was shot and killed by a US Immigration and Customs Enforcement (ICE) officer during a federal immigration operation in Minneapolis, triggering protests and renewed scrutiny of the Trump administration’s expanding enforcement campaign.
The shooting occurred in a residential area south of downtown Minneapolis as federal agents were conducting immigration-related operations. Authorities identified the woman as Renee Nicole Good, 37, who was present near demonstrations opposing recent immigration raids.
The Department of Homeland Security (DHS) said the officer fired after perceiving an immediate threat, alleging the woman used her vehicle in a dangerous manner. Officials described the shooting as an act of self-defence and said no federal agents were injured.
City and state leaders disputed that account. Minneapolis Mayor Jacob Frey said video evidence did not support claims that officers were in danger, while Minnesota Governor Tim Walz called the incident preventable and urged calm as tensions rose across the city.
Eyewitnesses interviewed by local media said the woman appeared to be attempting to leave the area when she was shot. One resident told public radio that an ICE agent stood in front of the vehicle and fired multiple shots as the driver tried to turn around. Footage circulating online shows agents surrounding the car shortly before gunfire.
The killing sparked immediate protests at the scene, with demonstrators demanding the removal of ICE from Minnesota. Federal agents later used chemical agents to disperse crowds, and smaller solidarity protests were reported in other US cities.
US Congresswoman Ilhan Omar accused federal authorities of misrepresenting the incident, saying there was no evidence that the woman posed a threat. President Donald Trump, in a separate statement, described the victim as a “professional agitator” without offering proof and blamed unrest on political opponents.
The shooting took place less than two kilometres from the site where George Floyd was killed by a police officer in 2020, a case that ignited nationwide protests against police brutality.
The FBI has launched an investigation into the shooting. Federal authorities have not released the identity of the officer involved, and no charges have been announced.
The incident comes as the Trump administration intensifies immigration enforcement during the president’s second term, with a significant increase in funding for ICE operations. Recent reporting has documented multiple cases of federal agents using firearms during immigration raids, some resulting in civilian deaths.
